Law
Massachusetts law requires that any fee called a "service charge," or any fee a patron would reasonably expect to be given to wait staff, be remitted in full to wait staff, service employees, or service bartenders. An "administrative fee" is allowed only with a clear written notice that it is not a tip.

Federally, a mandatory service charge is not a tip. It belongs to the employer unless a state or local rule, or the employer's own representation, directs it to workers.

What you can do
Filing a complaint with an agency is separate from reporting to TipRecord. Agencies investigate; TipRecord documents. Keep the receipt that shows the charge and its printed label.
